Hi Juergen,
what is your opinion about this? It seems to be serious, 
however there's not enough information to
confirm this. The page does not even list organizers. Did 
you ever hear about such an event? It seems
to have something with CIC-IPN (http://www.cic.ipn.mx/), 
what seems to be a kind of Institute for
Informatics of some academy of sciences of Mexico. Well, I 
just cannot judge on this one...
